Dorsey Chairholder in the Department of Economics of the University of Georgia This paper is an update and extension of a paper I did almost 20 years ago in Kamerschen (1974). While appearing on opposite sides of two recent RPA and predation cases, I learned a great deal about these topics from economists David L. Kaserman, Roger D. Blair, and John J. Siegfried and I am appreciative of their open sharing of ideas. Over the years I also have learned from working in this area with numerous lawyers, especially Douglas J. Centeno (Alabama), Jon E.
